The Musician is only found on Downtown and Uptown levels. They can either spawn in a Dance Club behind some Turntables, or with a group of goons wandering around the floor. One will also spawn as part of the Bouncer's big quest, Bodyguarding and also as a part of the Bodyguard negative trait.
